CHANGE - eligibility to submit an Employee Card application at the Czech Embassy in Riyadh

New legislation sets restrictions concerning applications for Employee Cards submitted by citizens of countries that are not within the territorial jurisdiction of the Embassy of the Czech Republic in Riyadh.
As of 1 July 2026, a zero quota has been set for the Embassy in Riyadh for accepting applications for Employee Cards from citizens of countries that are not within the territorial jurisdiction of the Embassy and who do not have free access to the labour market in the Czech Republic.
According to the latest amendment of Government Regulation No. 220/2019 Coll. With effect from 1 July 2026, applications for Employee Cards at the Embassy of the Czech Republic in Riyadh may therefore only be submitted by citizens of the following countries: Saudi Arabia, Bahrain, Oman and Yemen, as well as the United States, Canada, Japan, South Korea, the United Kingdom, Taiwan, Singapore, Australia, New Zealand and Israel.
The zero quota does not apply to applications for Employee Cards submitted under the targeted economic migration programmes (Highly Qualified Employee, Key and Scientific Personnel).
Legal basis: Amendment of Government Regulation No. 220/2019 Coll. effective as of 1 July 2026 (Government Regulation on the Maximum Number of Applications for Long-Term Visas over 90 days for the Purpose of Business, Applications for Long-Term Residence Permits for the Purpose of Investment, and Applications for Employee Cards that May Be Submitted at a Diplomatic Mission).
