Štěpán Černý is a graduate of the Faculty of Social Sciences of Charles University in Prague, where he studied International Territorial Studies in 2004–2007 and subsequently completed a master’s degree in European studies in 2007–2010. In 2008, he completed a study exchange programme at the British University of Bath, School of Management, specializing in European Economy and Common Trade Policy. He is married and has two sons.

From 2009 to 2011, he worked as a news editor at Czech Radio (Radiožurnál). In 2011, he completed a professional internship in the office of the Secretary General of the EU Committee of the Regions. He subsequently entered the state administration and from 2011 to 2014, he held the position of EU expert in the Office of the Senate of the Parliament of the Czech Republic.

From 2014 to 2018, he headed the Unit for Coordination of Sectoral Policies COREPER I at the Office of the Government of the Czech Republic. In 2018-2022, he held the position of Director of the Department for Coordination of European Policies in the Section for European Affairs of the Office of the Government of the Czech Republic, where he has served as Director-General since 2022. He regularly participated in the preparations of the European Council and, as the Deputy EU Sherpa since 2018, accompanied the Prime Minister of the Czech Republic at high level EU meetings. He has been serving as the Permanent Representative of the Czech Republic to Coreper I since July 2025.

He speaks English, French and German and is learning Italian.
