When lodging a long-term visa or residence permit application, the so-called territorial consular competence rule applies.
THAT MEANS THAT APPLICANTS CAN LODGE THEIR APPLICATIONS ONLY IN THOSE STATES OF WHICH THEY ARE
1) CITIZEN,
2) HOLDER OF PASSPORT,
3) LONG-TERM / PERMANENT RESIDENT.
CITIZENS OF THE STATES GIVEN BELOW are exempted from this rule. Citizens of these states can lodge their applications for a long-term visa, long-term residence permit and permanent residence permit at any diplomatic mission of the Czech Republic – after scheduling an appointment. The territorial consular competence does not apply to them:

The Czech Republic does not have a diplomatic representation in every state. Some diplomatic missions of the Czech Republic are accredited for more states. Information about territorial districts of diplomatic missions of the Czech Republic can be found here.
