Based on Government Resolution No. 415/2025 and the amendment to Government Regulation No. 220/2019 Coll., a zero quota was introduced for accepting applications for an employment card from citizens of states and territories that do not have automatic free access to the Czech labour market according to the Employment Act (countries with free access to the Czech labour market are Australia, Japan, Canada, South Korea, New Zealand, Singapore, the United Kingdom, the USA, Israel and Taiwan).

Citizens of Japan are therefore not limited by this quota and can continue to submit their applications to the Embassy of the Czech Republic in Tokyo without restrictions.
