
Prime Minister Sobotka: EU will sign Association Agreement with Ukraine

The Prime Minister of the Czech Republic Bohuslav Sobotka attended an extraordinary meeting of EU Heads of State or Government on Thursday 6 March which was devoted to the situation in Ukraine and Crimea. We deliver a transcription of press conference with the Czech Prime Minister after the end of the meeting.

I am glad that in a very short time we were able to arrange the extraordinary meeting of EU Heads of State or Government. On today's meeting there was an absolute agreement on a fact that Europe has to contribute to a solution of the conflict and that it should assist in keeping territorial integrity and sovereignty of Ukraine. Moreover, Europe should help with future stability in the whole region.
On today's meeting we supported sending an OSCE monitoring mission to eastern Ukraine and Crimea and all the other facilitating activities on the basis of EU and international organizations.
In a statement, which was published, it is noted that using military forces in territory of sovereign neighbouring country, which unfortunately chamber of the Russian Parliament agreed on, is an unambiguous act of aggression which is not acceptable. Withdrawing of these units to the positions in accordance with the valid agreements remains to be a fundamental demand of EU member states. According to our opinion, Russia should respect international law and obligations which emerge from it, including the Budapest Memorandum which guarantees territorial integrity and sovereignty of Ukraine.
With regard to format of the extraordinary European Council a conclusion of the meeting was released in form of the statement by the President of the European Council. I would like to emphasize that on today's meeting a package which was prepared by the head of the European Commission was supported. This package should provide a financial support up to 11 billion euros to Ukraine in following years. It consists of direct subsidies which were granted from EU resources and also of possible loans from the European Investment Bank and the European Bank for Reconstruction and Development.
Second very important conclusion from the meeting is that a political part of the Association Agreement should be signed with the current Ukrainian government of Mr. Yatsenuk. This agreement consists of two parts. The first one contains political articles and should be signed immediately. The second part concerns free-trade area and should be signed subsequently.
Third crucial conclusion regards commitment of the EU that it will negotiate preparation of certain concessions of visa obligation for Ukraine.
I supported the package of Barroso on today's meeting. I think it is absolutely necessary of the European Union to actively contribute to stabilization of the new government of Ukraine and to stabilization of the Ukraine's economy. I also supported the question of signing the Association Agreement because I am of the opinion that it will strengthen authority of the current government. I agreed with a part of the memorandum regarding energy security. I strongly believe that what is happening in Ukraine today as well as Russia's action again underline the EU efforts to support energy security for the purpose of allowing EU to act freely and without dependency on Russian oil and gas in similar situations.
Question of sanctions emerged within discussion, too. The conclusion of Ministers of Foreign Affairs was confirmed. It says that bilateral negotiations between the European Union and the Russian Federation about visa regime will be suspended. The same applies for negotiations concerning new agreement between the EU and Russia. Thirdly, preparations for the G8 summit will be interrupted.
We agreed that for reduction of tension it is necessary to launch direct negotiations with Russia where EU member states should play a mediation role. We made an appeal to Russia to start a dialogue with Ukraine as soon as possible. In the end we agreed that we will evaluate Russian reaction to this appeal in about fourteen days.
