OSCE Annual Security Review Conference

Under the motto “Dialogue, Ownership and Responsibility”, the Italian OSCE Chairmanship organized the OSCE Annual Security Review Conference which took place in Vienna on June 26–28, 2018. During nine sessions diplomats and experts exchanged views on current security issues, and discussed ideas how to further utilize OSCE’s unique potential for enhancing regional security

After the opening remarks from high-level key note speakers G. Picchi (Deputy Minister, MFA of Italy), T. Greminger (OSCE Secretary General), R. DiCarlo (UN Under-Secretary), A. Grushko (Deputy Minister, MFA of Russia) and T. Mayr Harting (EEAS, Managing Director), the first session of the Annual Security Review Conference (ASRC) was dedicated to the issue of ensuring security and stability in the OSCE region in light of developments with respect to Ukraine. During the subsequent working session named "Conflict and crisis situations in the OSCE area: building security and confidence", particular attention was paid to the situation in the South Caucasus.

The second working day started with a discussion on the OSCE "Structured Dialogue" with the focus on military incidents and prevention mechanisms. It was followed by a second working session on early warning, conflict prevention, crisis management, conflict resolution and post-conflict rehabilitation, and a session on conventional arms control and confidence- and security-building measures.

The last couple of panel discussions were started by a working session on the OSCE and its neigbourhood, which focused on challenges as well as opportunities arising from migration, and, as last in the agenda, a session on transnational threats during which specific attention was paid to illicit trafficking as a source of funding for terrorist networks.
