
Digital retreat of EU Member States

On Monday 19 September, Czechia’s Permanent Mission organised at CERN Globe a digital retreat for EU Member States.
In his opening remarks, Ambassador Václav Bálek underlined that digital technologies – from the Internet to Artificial Intelligence – can empower citizens and businesses to build more prosperous and inclusive societies only if standards and norms support digitalisation based on open societies, the rule of law, fair competition, human rights, and fundamental freedoms.
Ms. Sorina Teleanu (DiploFoundation) and Ms. Tereza Hořejšová (GFCE) talked about submitting and adopting technical standards in the International Telecommunication Union (ITU). ITU technical standards promote interoperability, quality of service, innovation and competitiveness. But they also have wider implications, including geopolitical ones. Head of Division, Connectivity & Digital Transition Mr. David Ringrose (EEAS) commented on the topic of digital diplomacy.
Czech Deputy Minister for European Affairs Mr. Marek Havrda, Director of Cybersecurity Department of the Czech Ministry of Foreign Affairs Mr. Richard Kadlčák and Senior Human Rights Officer, Technology & HR Project Lead Mr. Scott Campbell from OHCHR led the discussion on human-centric approach to digital standards. By providing rules or guidelines for the development and functioning of technologies, products, and services, standards foster interoperability and contribute to safety and quality of service. Standards for digital technologies should also encourage innovation, respect human rights and fundamental freedoms, promote consumer rights, support resilience of critical infrastructures as well as help societies advance sustainable development.
