Issuance of a voting certificate

Information for voters registered in the special electoral register maintained by our diplomatic mission, but who need to vote in the Czech Republic or elsewhere abroad.

The diplomatic mission issues voter ID certificates (voter cards) to voters who are registered in its special electoral register and who need to vote in the Czech Republic or elsewhere abroad. A voter may apply for a voter ID certificate from the day the elections are announced, either:

  • in person no later than 2 days before the first day of the elections, or

  • by written application delivered no later than 7 days before the first day of the elections.

In the case of a written application, the signature on the request must be officially verified.

To submit a request for the issuance of a voter ID certificate, one can use either:

The diplomatic mission will hand over the voter ID certificate to the voter no earlier than 15 days before the first day of the elections, either:

  • in person, to the voter or to a person presenting a power of attorney with the voter’s notarized signature, or

  • it will send it by post, using a method that, according to local conditions, has the character of a registered delivery.

If the voter appears in person at the diplomatic mission and requests a voter ID certificate, the mission will issue it on the spot.

In the case of loss or theft of a voter ID certificate, a duplicate cannot be issued.

Voter ID certificates are used for:

  • the election of the President of the Czech Republic,

  • elections to the Senate of the Parliament,

  • elections to the Chamber of Deputies of the Parliament,

  • European Parliament elections, and

  • regional council elections.

Under the current legal framework of electoral laws, any voter who cannot vote in the electoral district where they are permanently registered may request a voter ID certificate from the municipal authority.

Similarly, a diplomatic mission may issue voter ID certificates to voters registered in its special electoral register, in the case of:

  • Presidential elections

  • Elections to the Chamber of Deputies

  • Elections to the Senate

  • Elections to the European Parliament

A voter who comes to the polling station with a voter ID certificate issued by a municipal or diplomatic mission must hand over the voter ID certificate to the district election commission.

With a voter ID certificate, a voter may vote in the following:

  • Regional council elections: in the permanent electoral district in the Czech Republic falling within the territorial district of the region where elections are announced and in which the voter has permanent residence;

  • Senate elections: in the permanent electoral district in the Czech Republic falling within the constituency where elections are announced and in which the voter has permanent residence; with a voter ID certificate issued by a diplomatic mission, the voter may vote in any constituency in the Czech Republic where elections are announced;

  • Elections to the Chamber of Deputies: in any permanent electoral district in the Czech Republic or in a special electoral district abroad;

  • European Parliament elections: in any permanent electoral district in the Czech Republic;

  • Presidential election: in any permanent electoral district in the Czech Republic or in a special electoral district abroad.


Voter ID certificates are not issued for municipal council elections.


Application for a voter ID certificate
An application for a voter ID certificate can be submitted:

  • In person; in this case, no written application is required,

  • By submission delivered no later than 7 days before the election day to the relevant municipal authority. There is no prescribed form for a written application for a voter ID certificate (e.g., a sample application is available on the website of the Ministry of the Interior of the Czech Republic).

The application can be submitted in the following forms:

  • In paper form, with the voter’s signature officially verified. The verified signature is required by law to protect the voter from misuse of this process. When verifying the signature at administrative offices (see above ad 1a), the administrative fee may be waived.

  • In electronic form, sent via data box.

The municipal authority will issue the voter ID certificate no earlier than 15 days before the election day, either:

  • in person to the voter, or to a person presenting a power of attorney with the verified signature of the voter requesting the certificate (note: this power of attorney is only for receiving/picking up the certificate, not for submitting the application), or

  • it will send it to the address specified by the voter, including addresses abroad. Based on the voter's request, the voter ID certificate may also be sent to the address of the diplomatic mission where the voter has decided to cast their vote. In this case, it is sufficient to arrive at the diplomatic mission on election day, where the certificate will be handed over, and voting can then proceed.

In the event of loss or theft of the voter ID certificate, no duplicate can be issued.
