The aim of the round table was to discuss institutional framework for countering hybrid threats in Finland, cooperation with third countries (with special focus on Eastern Partnership and Western Balkans), disinformation, election interference, Covid-19 and Russia, regarding its hybrid influencing, namely disinformation.

Finland has remarkable historic and sociological prerequisites for countering threats supported by high-quality education system. The key priority of Finland is to improve media literacy of its citizens and to raise awareness among civil servants, politicians, journalists and businessmen. With regard to the pandemic and disinformation, Finland underlines the importance of clear and consistent communication and trust building between the state and citizens.

Finland is aware that hybrid threats cannot be perceived as exclusively national phenomena and therefore cooperates with neighbouring states and other regional partners, and is open to cooperation with other states, including Czech Republic.
