The Defense Ministers of the EU Member States met in Helsinki on 27 and 28 August 2019 (DEFENSE).
EU defense ministers discussed the future of the defense cooperation, based on new technologies that change the world and the operational environment of defense almost in real time. The topics of discussion included artificial intelligence, digitalization and the impact of climate change on defense and security. Ethical and legal issues related to digitalization and artificial intelligence were also taken into account.
The EU's defense cooperation is to strengthen the defense of its Member States by using EU instruments, has become more comprehensive and covers a wider range of areas. For example, setting up a European Defense Fund could help improve industrial competitiveness and facilitate moving of both troops and equipment in Europe. Ministers also discussed ways to strengthen resilience and raise awareness of hybrid threats in the EU.
