18th Alliance against Trafficking

More than 350 experts gathered between April 23 and 24 in Vienna to discuss variety of mechanisms of tackling of trafficking in persons. The participants agreed that a co-operation between governments and the civil society as well as the private sector is crucial and called for a multi-level cooperation.

15 years after the adoption of the OSCE Action Plan to Combat Trafficking in Human Beings, modern slavery remains a serious problem affecting millions of people, especially women and minors. Experience in the Baltic region, Norway as well as Romania indicate that municipalities, being supported by the government, can be very efficient in solving practical problems of the victims. Coalitions of local NGOs and other stakeholders are able to identify regional specificities of trafficking in persons. On the other hand, they are also the key instrument for the implementation of national action plans, as representatives of the civil society from Finland and Ireland confirmed.

On a higher level, participants of the conference stressed the importance of the cooperation of the government with the public as well as the private sector, especially the travel industry. Canadian experts presented the banking sector as the key partner in uncovering criminal networks. Nonetheless, media, which raise public awareness, remain also an essential ally in this topic.

OSCE is a unique place to address the complexity and cross-dimensional character of human trafficking. The Czech Republic, as one of the OSCE participating States, remains active in meeting its commitments in fighting the organized crime.
