On 24 October 2025, the Permanent Mission, together with the International Federation of Red Cross and Red Crescent Societies (IFRC), the United Nations Office for Disaster Risk Reduction (UNDRR) and the Permanent Mission of Thailand, hosted a seminar titled “Early Warning and Local Action: Strengthening Community Resilience through Technology and Partnerships.” The event was opened by leaders of IFRC, J. Chapagain, and UNDRR, K. Kishore, along with Ambassador Bálek who also moderated the seminar.
The discussions focused on how technology, inclusive governance, and partnerships between governments, civil society, and the private sector can strengthen community resilience in the face of increasing climate-related risks. The program featured concrete experiences from Asia, including the successful EWS 1294 system from Cambodia, developed by the Czech NGO People in Need in cooperation with national authorities. This simple and replicable mobile flood early warning system has already been adopted by other countries in the region. The Permanent Representative of Thailand shared her country’s experience with adapting and implementing early warning systems at the local level.
Speakers from IFRC and UNDRR emphasized that investing in inclusive early warning systems and community preparedness is not only a humanitarian imperative but also an effective way to save lives and reduce economic losses. The event received considerable visibility and participation from around 40 missions operating in Geneva, and through this, the Czech Republic reaffirms its long-standing position in supporting the strengthening of community resilience through technology, partnerships, and international cooperation within the framework of multilateral Geneva.
