International tender recently launched by ENAPOR, S.A., concerning the Sub-Concession for the Management and Operation of the Mindelo Cold Platform on the island of São Vicente, Cabo Verde.

 

The call for proposals is structured as a two-phase international public tender (Tender No. 14/GPEnapor/2025 – document enclosed). According to the announcement, the objective is to award a 15-year sub-concession—renewable twice for 5-year periods—for the operation of the cold-storage, processing, packaging and fish-freezing facilities located in Porto Grande, Mindelo. The process welcomes participation from legally established national and international companies that meet the technical, financial and sector-specific experience requirements outlined in the tender dossier.

 

Key procedural elements include:

• Acquisition of tender documents directly from ENAPOR.
• A guided site visit scheduled for 6 January 2026, upon prior registration.
• Submission of initial technical proposals by email no later than 23 January 2026.

 

Given the strategic importance of this infrastructure for the blue-economy value chain, it concerns companies with interest or relevant capabilities in cold-storage logistics, food processing, fisheries management, or port-related services.
