Representation in Issuing Schengen Visas

Visa Code states that the Schengen Area States should be present for visa purposes in all states whose nationals are subject to visa requirements. Schengen Area States with no consulate in a given state should ensure their presence for visa purposes through representation.
The Czech Republic therefore negotiates with other Schengen Area States representation agreements for Schengen (short-stay) visas in states where it does not have its own consulate and whose citizens are required to have visa for travel to the Schengen Area. Other Schengen Area States similarly ask the Czech Republic to represent them where it is present.
After concluding a representation agreement, the representing Schengen Area State accepts Schengen (short-term) visa applications on behalf of the represented one. Applications are submitted based on instructions of the representing consulate, which also decides on issuing the visa. Representation allows applicants to submit their visa applications in the country of their usual residence, as opposed to traveling to the consulate whose country they wish to visit. This facilitates the visa process.
Applications for long-term visas and long-term or permanent residence permits are not subject of representation agreements and are submitted at the consulates according to the territorial competence.
