Introduction of the Regional Office for the Promotion of Foreign Investment – CER‑FIPLO

On 19 March 2026, the CEO of CER‑FIPLO (Central Ethiopia Region – Foreign Investment Promotion Liaison Office), Ambassador Mulugeta Kelil, visited the new premises of the Embassy of the Czech Republic in Addis Ababa with his team. Together, we discussed opportunities for closer cooperation in supporting Czech investors in the Central Ethiopia Region.
CER‑FIPLO presented its mandate and services for foreign investors: promoting investment opportunities in the region, providing up‑to‑date market and regulatory information, facilitating licensing and permitting through a one‑stop service, and connecting investors with regional administrations and industrial parks (in cooperation with EIC/IPDC). Ethiopia has long pursued higher inflows of foreign capital; this objective is anchored in Investment Proclamation No. 1180/2020 and in the work of the Ethiopian Investment Commission (EIC). Both CER‑FIPLO and EIC expressed openness to dialogue with Czech companies and readiness to assist with market entry.
The Central Ethiopia Region was established on 19 August 2023 by separation from the northern part of the former SNNPR; Hossana serves as the seat of the executive branch. The region covers approximately 15,099 km² and has an estimated population of 12 million.
How to get started with the services: Czech companies considering a project in the region (including in manufacturing, agro‑processing, pharmaceuticals, textiles or ICT and other sectors) can send a brief investment outline in advance: product/technology description, basic land and utility requirements, indicative CAPEX/OPEX, hiring plan, and target markets. On this basis, CER‑FIPLO and partners will recommend a suitable park/cluster, the regulatory pathway, and relevant contacts.
