Call for Proposals: Small Local Projects (MLP) 2025

The Embassy of the Czech Republic in Ulaanbaatar is pleased to announce a call for proposals for Small Local Projects (MLP) for the year 2025. Small Local Projects aim to create positive change within the framework of the Development Cooperation of the Czech Republic. Eligible organizations operating in Mongolia can apply for funding.
About Small Local Projects
Small Local Projects (hereafter “MLP”) are one of the key instruments of bilateral development cooperation of the Czech Republic under the auspices of the Ministry of Foreign Affairs of the Czech Republic (hereafter “MFA CZ”). These projects are carried out by local partners in cooperation with Czech embassies in developing countries.
For 2025, the following priority areas and Sustainable Development Goals (SDGs) have been identified:
1. Good Democratic Governance (SDG 16 - Peace, Justice, and Strong Institutions)
2. Sustainable Management of Natural Resources (SDGs 6 and 13 - Clean Water and Sanitation and Climate Action)
3. Agriculture and Rural Development (SDG 2 - Zero Hunger, SDG 15 - Life on Land, Sustainable Forestry)
Who Can Apply
• Eligible organizations include non-governmental organizations (NGOs), non-profit organizations, civic society organizations (CSOs), social enterprises, or foundations with legal subjectivity in Mongolia.
• The implementing partner must be authorized to sign contracts with MFA CZ and be eligible to receive foreign funding.
• Funding cannot be claimed by individuals, political parties, universities, or state institutions.
Information on Time Frame, Budget, and Visibility
• The project must be implemented from April 2025 (after the contract is signed) to October 2025.
• The project budget must range between 200,000 CZK and 500,000 CZK (8,000 – 20,000 EUR). Co-financing from other sources is welcome and encouraged.
• Total costs for salaries, per diems, accommodation, travel, and insurance must not exceed 25% of the total project costs.
• Tangible assets must be marked with the logo of Czech Development Cooperation, and intangible assets must acknowledge the financial support of the Czech Republic.
How to Apply
The application for an MLP grant must include:
• A completed identification form in English, signed and stamped by the organization.
• A certified copy of a document proving legal subjectivity in Mongolia.
• A verified letter confirming that the signatory has the authority to act on behalf of the organization.
• A valid permit to receive foreign funding.
Submit the completed application by October 15, 2024, electronically to ulaanbaatar@mzv.gov.cz with the subject line: MLP 2025, and send the signed and stamped hard copy with attachments to the following address: Embassy of the Czech Republic in Mongolia, Embassy Street 9, Ulaanbaatar 14420, Mongolia.
Evaluation Criteria
Proposals will be evaluated by an independent commission of the Ministry of Foreign Affairs in Prague based on formal correctness, the relevance of the project to the development strategy of Mongolia and the Czech Republic, project effectiveness and cost-efficiency, and the likelihood of achieving long-term positive outcomes.
