Consent Law Forum

On October 2nd, a conference was held to discuss the ongoing debates surrounding the redefinition of consent and rape in the Estonian legal code. The event was divided into several sections, with experts from various European countries participating.

The first section focused on the technical aspects of redefining consent and the different models found in various European legal systems. Experts from Denmark, Finland, and Germany spoke during this block, presenting their countries' definitions, explaining how they differ from others, and sharing data illustrating how the reporting of rape to the police has changed since the introduction of consent-based models.

Johana Nejedlová, founder of the Czech NGO Konsent, also took part in the event. Together with Anne Wind from Denmark and Silver Reinsaar from Estonia, they discussed how to shape public understanding of consent.

The forum concluded with a debate among Estonian lawmakers. The discussion was moderated by former Estonian President Kersti Kaljulaid and included Liisa Pakosta, Minister of Justice and Digital Protection; Signe Riisalo, Minister of Social Protection; Andre Hanimägi, MP and Chairman of the Legal Affairs Committee; and Saale Laos, Chairman of the Supreme Court's Criminal Chamber.
