
Supreme Court of Cassation in Bulgaria visited the city of Brno

On December 5 – 7, 2016 a six-members´ delegation of the Supreme Court of Cassation in Bulgaria, headed by the Vice-President of the SCC, Judge M. Prodanova, visited the city of Brno, Czech Republic. The purpose of the visit, which included the Supreme Court of the Czech Republic in Brno as a corresponding partner institution in the Czech Republic, but also the Supreme Public Prosecutor’s Office of the Czech Republic in Brno and the Czech Judicial Academy in Kroměříž, were the bilateral consultations about the conditions and the development of the justice in both countries and also some very concrete topics from the areas of criminal law, civil law and commercial law. All of these three areas of law were represented among members of the delegation. At the Supreme Court the delegation was met by the Vice-President JUDr. Roman Fiala and his colleagues from the above mentioned law areas.
At the Supreme Public Prosecutor’s Office the delegation was also met at a Vice-President level and had consultations about the organization and the ways of activity of the institution which is institutionally quite different from the Bulgarian Prosecution (and it is also known that one of the requirements of the European Commission for the judicial reform in Bulgaria regards precisely this area).
The third institution to visit was the Judicial Academy in Kroměříž, where the Bulgarian delegation showed interest in the organization of the preparation and the post-graduate education system of Czech judges. This area in Bulgaria also needs an overhaul and one of the possibilities is to be taken some of the Czech experience.
The working visit of the Bulgarian judges in the Czech Republic was organized on the initiative of the Ambassador of the Czech Republic in Sofia based on his impressions about the local situation and his several meetings with the President of the Supreme Court of Cassation in Bulgaria JUDr. Lozan Panov. A very important moment was the support from the Minister of Justice of the Czech Republic JUDr. Robert Pelikán, who on the basis of an proposal from the Czech Ambassador gave his agreement for the idea and assigned to the director of his political cabinet J. Převrátil the coordination of the visit from the Czech side. All went very well – the preparation of the visit in a close cooperation between the Embassy of the Czech Republic in Sofia and the Ministry of justice of the Czech Republic, as well as the realization of the visit with the kind support of the supreme judicial institutions in Brno.
The Ambassador of the Czech Republic held a meeting with the members of the delegation of the Bulgarian judges in Brno after their return. The judges appreciated in a very positive way the content of the meetings with the Czech representatives as well as their whole attitude towards the delegation.
