Singaporean citizens DO NOT NEED a visa in order to stay in Czechia and the EU for up to 90 days (during any period of 180 days), for non-commercial reasons. They still need a valid health insurance .

At the moment, there are NO SPECIAL REQUIREMENTS for entering the territory of the Czech Republic due to COVID19 restrictions.
