The protagonist of this documentary by Canadian director Barry Stevens is Luis Moreno-Ocampo, the Chief Prosecutor of the International Criminal Court in The Haag. In the 1980s, he worked as a prosecutor in Argentina in trials of that country's former military leaders. Now, however, he faces a much more difficult task, as the International Criminal Court has very limited authority. Consequently, Moreno-Ocampo cannot do without the help of politicians, which is particularly obvious in the case of the Sudanese president Omar al-Bashir, whom the Haag tribunal accuses of war crimes and genocide, which claimed hundreds of thousands of victims in the Darfur region. The film records in detail the pitfalls of diplomacy and international politics. For example, it follows efforts to stop the military conflict in the Democratic Republic of Congo by trying the former Congolese insurgent leader Thomas Lubanga, who is accused of war crimes. With a smile, Luis Moreno-Ocampo comments on the fact that the work of the International Criminal Court is often criticised and does not enjoy the support it deserves. "It's like in football," he says. "Nobody is ever a fan of the referee."
