Informal Breakfast on the Occasion of Human Rights Day 2023: Human Rights Defenders and Digital Technologies: Challenges and Opportunities

On December 8, 2023, the Permanent Representation of the Czech Republic to the EU, in collaboration with the Spanish Presidency and the non-governmental organization Front Line Defenders, hosted an informal breakfast with human rights defenders in celebration of Human Rights Day. The discussion focused on the challenges and opportunities posed by digital and new technologies.

Opening statements were delivered by the Ambassadors and Permanent Representatives respectively of the Czech Republic and of Spain to the Political and Security Committee, Jitka Látal Znamenáčková and Elena Gómez Castro, addressing current challenges and the implications of the rapidly evolving digital landscape, particularly in light of the 75th anniversary of the Declaration of Human Rights. Front Line Defenders provided an expert presentation on the impact of digital and new technologies on human rights and their protection.

Human rights defenders from Armenia, Sudan, Palestine, and China then shared their experiences with digital tools and new technologies. The discussion focused on the specific problems faced by human rights defenders in a world where repression and violence against them are increasing, both online and offline. Additionally, opportunities arising from digital and new technologies to support human rights were explored.

The breakfast contributed to the realization of long-term priorities in Czech foreign policy and the advancement of human rights, particularly those of civil society and human rights defenders, which are also key themes for the European Union. The theme of the discussion also aligned with the recent adoption of a UN resolution on the promotion and protection of human rights in the context of digital technologies during this fall's UN General Assembly in New York. The resolution was jointly presented by the Czech Republic, along with the Netherlands, the Maldives, Mexico, and South Africa.

The concept of the discussion drew inspiration from the breakfast held by French President Mitterrand with Czechoslovak dissidents in December 1988, attended by the later Czech President Václav Havel. At that time, the breakfast was widely recognized as a significant manifestation of support to defenders of human rights. Similar discussions have been organized by other Czech embassies around the world in celebration of the Human Rights Day.
