HRC33: Czech resolution on equal participation passed by consensus following vote on amendment

The resolution on equal participation in political and public affairs presented, for the fourth time, by the Czech Republic and four other countries at the Human Rights Council was adopted by consensus on 30 September 2016 at the end of the Council's 33rd session (HRC33).
 
 

The resolution initiates the drafting of UN guidelines on the effective implementation of the right to participate in public affairs. The draft guidelines are to be submitted to the Council in September 2018. Before the consensual adoption, the Council voted on amendments presented by Russia, Cuba, and Venezuela. The package of amendments which sought to block the work on the draft UN guidelines was rejected by 25 votes while 17 states voted in favour of the amendments and 5 abstained.

The resolution (DOCX, 64 KB) is presented since 2013 annually by the Czech Republic together with Botswana, Indonesia, the Netherlands, and Peru. By the time of the adoption, the initiative was co-sponsored by 60 states from all regions of the world.
