Human rights and artificial intelligence

Ambassador V. Bálek set the scene on AI and human rights at a discussion panel organized by the Office of the High Commissioner for Human Rights (OHCHR) as part of this year's B-tech project held on the sidelines of the Human Rights Council Business Forum.

Together with OHCHR Development Section Director P. Hicks, a representative of the UN Office for Digital and Emerging Technologies De Sola Criado (ODET), and Korean Ambassador Deok Yun, Ambassador addressed the issue of embedding human rights from the very beginning of the development of artificial intelligence. Representatives from Microsoft, Google, and the Korean internet provider Kakao participated in the debate on behalf of the private sector. A machine learning expert from the University of St. Gallen took part in the discussion on behalf of academia demonstrating the latest trends in AI development. Ambassador Bálek recalled the role of states, which are forced to perceive not only the opportunities but also the risks of AI, and subsequently address their impact on the rule of law and society in general. He also highlighted the opportunities offered by Geneva at the intersection of human rights and standardization in technical agencies, such as ITU, ISO or IEC. Representatives of private companies generally reported on their compliance with the UN Guiding Principles on Business and Human Rights (UNGPs), which also apply to the implementation of AI models.
