David Frous was born in Plzeň, Czech Republic. In 1999, he graduated in English and history from the Faculty of Education at the University of West Bohemia in Plzeň. He also studied international relations and holds a master’s degree from Universidad Complutense in Madrid. 

As a member of Czech foreign service, since 2001, he served in various departments and positions in the headquarters in Prague, including the protocol department and the EU and Western European Department and as a Deputy Spokesperson and Deputy Director of the Press Office and Deputy Director of the Office of the Minister. He has also served at Czech diplomatic posts abroad, including Embassies in London and in Washington, DC. He has been the Czech Consul General in Manchester since August 2024.

David Frous speaks English and Spanish. He is married to Naďa Frousová, they have two sons.
