Sharing Expertise on Drug Policy

Czech experts on drug policy and addiction lectured at various institutions in the Philippines, thanks to the project financed by TRANSITION programme of the Czech Ministry of Foreign Affairs.
The project „Providing Czech Expertise Assistance and Strengthening the Human Rights Approach in Dealing with Drug Addicts at Voluntary Drug Recovery Clinics in the Philippines“ took place in the Philippines in October 2019, with financial support of the TRANSITION of the Czech Ministry of Foreign Affairs, implemented by ADRA Philippines.
The project aimed at sharing expertise, exchange of best practices and strengthening capacities of local practitioners, experts, students and academics.
The project was a continuation of the study visit of representatives of Department of Health of the Philippines, together with representatives of Voluntary Recovery Clinics to the Czech Republic in August 2018, financed by the EU. Voluntary Recovery Clinics is an alternative model to detention-based interventions.
Two Czech experts lectured widely in the Philippines – Mrs. Barbara Janikova from the National Monitoring Center for Drugs and Addiction of the Czech Republic who discussed on uses of drugs, drug addiction, evidence-based drug policy, harm reduction and human rights and services standards for treatment facilities international recommendations and Czech Republic case study systems of the treatment network. Helena Fialova from an NGO Magdalena/Association of Streetwork and of the Department of Addictology of Charles University discussed on primary prevention and conducted the training on Unplugged Programme.
The workshops, training and seminars, which took place at the De La Salle University of Manila, Adventist University of the Philippines, University of Santo Thomas and University of San Carlos of Cebu City, focused on basic aspects of human rights oriented approach towards clients, state institutions and law enforcement agencies and offered practical concepts of harm reduction and promoted sensitivity human rights and strict protection of patient rights through medical records privacy at recovery clinic.
