Call for Proposals: Local Transformation Projects and Projects in support of independent media 2025

The Embassy of the Czech Republic in Manila is hereby opening a call for proposals for Local Transformation Projects and Projects in support of independent media for the year 2025. The deadline for proposal submission is 10 November 2024.

Local Transition Projects (LTP) are projects to promote human rights and democracy, implemented by local NGOs in cooperation with the Embassy of the Czech Republic in Manila. The projects can take place in the Republic of the Philippines, Republic of Palau, Federated States of Micronesia, Republic of the Marshall Islands, and Republic of Nauru, and must be implemented by a local NGO.

The filled-in identification form (see attached) must be accompanied by a proof of legal subjectivity of the organization (proof or registration, ideally as a Public Benefit Organisation, Non-governmental organisation etc.), and also evidence that the person submitting the proposal is authorized to act on behalf of the organization. It cannot be a proposal submitted by a Czech non-governmental organization, local municipality or university. 

Basic information: 

- maximum length of your project is 7 months (assumption of duration from 1 March 2025 to 30 September 2025)

- maximum budget is 500.000 CZK, minimum is 100.000 CZK

- your project should be in line with these thematic priorities:

 

(1) supporting civil society, including human rights defenders;

(2) promoting the freedom of expression and information, including the freedom of the media;

(3) promoting an equal and full political and public participation;

(4) supporting institution-building in the area of the rule of law;

(5) promoting equality and non-discrimination;

(6) promoting human rights in employment and in the environmental context.

A good and elaborate project proposal can increase your chances in the highly competitive selection process. Hence, please pay attention to the basic requirements (theme, length, budget).

Additional information: 

- The Czech financial contribution for each project is between 100.000 CZK – 500.000 CZK. Based on the recent exchange rate development and with the view of having a margin in order not to exceed the maximum budget in CZK, we advise you to use the following exchange rates to calculate the costs in CZK: 1 PHP = 0,42 CZK. The form must be filled in both currencies. 

- The start of implementation of the project is only after the signature of the contract for implementation, which is likely to happen between February and March 2025.

The three documents (duly filled-in identification form, proof of legal subjectivity and evidence that the person submitting the proposal is authorized to act on behalf of the organization) must be delivered to the Embassy of the Czech Republic in Manila in HARD COPY (by post or a courier) AND sent in BOTH .xlsx and .pdf (signed and stamped with all parts visible) by e-mail to: "domingojr.amrat.loyola@mzv.gov.cz", AND "clinton.ronquillo@mzv.gov.cz" by 10 November 2024.

The proposals must contain:

  1. a completed Identification Form with a stamp and signature (see the attachment),
  2. a copy of a document proving the Applicant’s legal capacity (a document proving the organization submitting the proposal legally exists – e.g. document of incorporation, registration or establishment of the organization),
  3. a copy of an authorization of the signed person to act on the Applicant’s behalf (a document proving that the person submitting the proposal can act on behalf of the organization – e.g. an authorization letter signed and stamped by the CEO or a Director of the Organization).

All documentation must be in English.

TIMETABLE OF PROJECTS:

  1. Interested entities should submit their proposals to the Embassy of the Czech Republic no later than November 10, 2024Please note that both electronic and paper versions of the submission are required. These deadlines are final and cannot be extended due to the necessary following procedural steps.
  2. The assessment of the proposals will take several months and should be completed by February 2025.
  3. Successful applicants should sign a contract for implementation of the project with the Embassy of the Czech Republic no later than in March 2025.
  4. All LTP activities should be finished no later than September 30, 2025.
  5. Successful applicants must submit a Final Report and all relevant financial documents to the Embassy of the Czech Republic as soon as possible after the LTP conclusion, not later than 15 days after the conclusion date of the project.

 

OTHER TERMS

Please download and use the below attached Identification Form in order to submit your proposal. Only proposals duly prepared and submitted in this form and in line with these instructions will be admitted for evaluation. Project calculations in terms of financial requirements must be filled in using PHP and CZK as project currencies with the following exchange rates to calculate the costs in CZK: 1 PHP = 0,42 CZK.

Please bear in mind that currency fluctuations need to be taken into account. Contracts for awarded LTPs will be quoted in CZK. The approved CZK amount is final and cannot be changed. It is thus necessary to take this into account during the project and budget preparation and allocation in the Identification Form.
