QUALIFYING PROJECTS

Projects may address sectors such as environmental protection, agriculture, health, education and social services etc. They must qualify as official development assistance (ODA) under OECD/DAC rules. Outputs may be tangible or intangible but must be clearly described and verifiable. All activities and related costs must be completed by October 31, 2027.

FUNDING AND ELIGIBLE COSTS

• Czech funding per project: CZK 250,000–500,000, inclusive of a 3 % exchange-rate reserve. Co-funding is welcome.

• Support costs may not exceed 8% of the Czech-funded project budget. These include project management/administration, related travel and accommodation, insurance/vaccination, translations, bank fees and publicity. General organisational overheads such as office rent, utilities, organisational accounting or internet services are not eligible.

• Direct project costs must be linked to specific project activities and outputs. The approved CZK amount is binding and may not be exceeded.

ELIGIBLE APPLICANTS

Applicants must be local entities with legal personality in Vietnam and authorised to receive Czech development cooperation funds. Eligible entities may include educational, health, social or cultural institutions; NGOs and non-profit organisations; cooperatives; local or regional authorities; and other public-benefit organisations.

• Central government authorities, political parties or movements, and entities that would generate profit from the provided funds are not eligible.

Non-governmental applicants must provide a document proving their legal personality in Vietnam and a document confirming the representative’s authority to act on behalf of the applicant. Supporting documents should be in English or accompanied by an English translation.

HOW TO APPLY

Proposals may be submitted electronically or in hard copy, using the prescribed Identification Form completed in all sections in English or Czech. At the proposal stage, the form may be digitally signed or submitted unsigned. The Embassy may request missing information or corrections.

BUDGET AND CURRENCY

The project budget in the Identification Form must be prepared in VND. The Embassy of the Czech Republic in Hanoi will also disburse project funds to the implementer in VND. For September 2026, the Embassy has set the applicable exchange rate at 1 VND = 0.000801 CZK. The exchange rate applicable for October 2026 will be published on this website on Thursday, October 1, 2026. The exchange rate used and the date on which the conversion was made must be stated in the Identification Form.

The Embassy will also set an exchange-rate reserve of 3 %. The reserve is stated only in CZK, is not paid in advance and may be used only for actual documented exchange-rate differences.

EVALUATION

Proposals will be assessed on their relevance to a local development priority, clarity and feasibility, verifiable outputs, cost-effectiveness and compliance with budget limits, co-funding, sustainability and benefits for the target group. Relevant links to other activities and potential for testing new themes or partnerships are an advantage.

Submission or Embassy selection does not create an entitlement to funding; final approval is subject to the Ministry of Foreign Affairs of the Czech Republic’s assessment and budget availability.

TIMETABLE AND IMPLEMENTATION

• Deadline for proposals: October 31, 2026.

• Assessment and approval: expected in early 2027. Contracts are normally signed by the end of March 2027, subject to approval and budget availability. Implementation may begin only after contract signature.

• All activities and payments must be completed by October 31, 2027.

• Funding cannot be paid in full in advance. An accountable instalment may cover no more than three months and may not exceed 50% of the approved Czech-funded budget; further payments require settlement of the previous instalment.

CHANGES, MONITORING AND PUBLICITY

• All changes to activities or the budget must be notified to the Embassy in advance. Cumulative budget changes above 10% of the Czech-funded budget (excluding the exchange-rate reserve), and all changes to activities or outputs, require prior written approval. The total approved budget and the 8% support-cost limit may not be exceeded.

• The implementer must provide supporting financial documents and cooperate with Embassy monitoring, including access to relevant project accounting. Photographic evidence must reflect the actual situation and must not be altered, including through AI tools.

• Tangible outputs must display the CzechAid logo as agreed with the Embassy. Support from the Ministry of Foreign Affairs of the Czech Republic must be acknowledged for intangible outputs.

FINAL REPORTING

Within one month of project completion, and no later than November 15, 2027, the implementer must submit the signed Final Report and Financial Report using the prescribed forms, including all project changes and expenditure in CZK; a complete extract from the project accounts; and photographic documentation of marked outputs. Any unused funds, including an unused exchange-rate reserve, must be returned in accordance with the contract.
