Call for Proposals for Small Scale Projects for 2027

The Embassy of the Czech Republic in Damascus is pleased to announce a call for proposals for Small Scale Projects to be implemented in 2027. Selected projects will receive financial support within the framework of the Czech Republic’s development cooperation.

SSPs are identified by the respective Czech embassies through applications submitted by potential implementers. Implementation of a proposed project is subject to preselection and approval by the Ministry of Foreign Affairs of the Czech Republic, followed by approval by the Ministry of Foreign Affairs and Expatriates of the Syrian Arab Republic.”

SSPs aim to support local entities through small-scale development activities in accordance with the beneficiary country’s national recovery and development priorities. One of the key requirements is project sustainability, meaning that the project must be able to continue providing benefits without further financial support.
 

WHO CAN APPLY FOR A CONTRIBUTION TO A SMALL SCALE PROJECT
 

Financial contributions are intended solely for projects implemented in the Syrian Arab Republic. The implementing organization must be a local legal entity whose registration in Syria is certified by the Ministry of Social Affairs and Labour and/or the Ministry of Foreign Affairs and Expatriates of the Syrian Arab Republic. Individuals and organizations that are not registered in the Syrian Arab Republic are not eligible to apply.
 

IMPLEMENTATION, BUDGET AND AVAILABLE CONTRIBUTION
 

Project implementation must begin upon signing the contract and must be completed by October 30, 2027. The contract is expected to be signed no later than March 31, 2027. The implementation period cannot be extended.

The financial contribution for a single SSP ranges from CZK 250,000 to CZK 500,000 (up to approximately USD 23,980). Co-financing from other sources is permitted.

Project funds will be paid in at least two installments, in cash in USD, at the Czech Embassy in Damascus.

The project must be effective and cost-efficient. Implementers must permit independent monitoring during implementation and upon completion. The implementer’s own costs related to project administration, including salaries, accommodation, travel and insurance, must not exceed 8% of the total budget.

The SSP budget does not cover the implementer’s own operating and overhead costs which are not directly tied to the project implementation, such as office rent or accounting.

An amount equal to 5% of the proposed project’s costs must be allocated to cover potential exchange rate fluctuations during implementation. The exchange rate used to estimate project costs is CZK 20.85 = USD 1.00.

Tangible assets funded by the project must display the logo of the Czech Republic’s development cooperation or the Czech MFA. For intangible project outputs, the financial support provided through the Czech Republic’s development cooperation must always be acknowledged.

Each organization may submit applications for several projects, but only one project per applicant may receive support from the Czech Republic’s development cooperation funds.
 

HOW TO APPLY FOR A CONTRIBUTION TO A SMALL SCALE PROJECT
 

An application for an SSP grant must include:

  1. A completed identification form in English (attached below), signed and stamped by the organization. All sections of the form must be completed. Individual fields must not be removed or modified. The form is prefilled with USD as the local currency, the exchange rate and a 5% buffer for potential exchange rate fluctuations. These entries are fixed and must not be changed.
  2. A certified copy of a document confirming that the applicant is a legal entity officially registered in the Syrian Arab Republic. The document must be in English or accompanied by an English translation, and must be signed and stamped.
  3. A document confirming that the person signing the identification form is authorized to sign the application and represent the applicant organization. The document must be in English or accompanied by an English translation, and must be signed and stamped.
     

Applications must be submitted to the Embassy of the Czech Republic in Damascus no later than November 2, 2026. Signed, stamped and scanned applications, together with the supporting documentation, must be submitted in PDF format to the official email address: damascus.development@mzv.gov.cz.
 

Applications will be accepted only by email at the address above. Paper applications delivered to the Embassy will not be accepted.
