Announcement: Call for Proposals — Tied Financial Donations for the Reconstruction of Syria Supported by the Czech Government in 2026

As part of its continued commitment to supporting the Syrian people and contributing to the sustainable recovery and development of the Syrian Arab Republic, the Embassy of the Czech Republic in Damascus is pleased to announce the opening of applications for projects funded by the Government of the Czech Republic under the “Reconstruction Program of the Czech Republic in the Middle East for the period 2025–2027.”

Key Information
- Deadline for submission of applications to the Embassy: 23 December 2025
- Project budget: Up to 5,000,000 CZK or 10,000,000 CZK per project (approximately 240,000 USD or 480,000 USD)
- Project implementation deadline: 31 October 2026
Under the Tied Financial Donation (VPD) mechanism, the Government of the Czech Republic will provide a financial grant to a Syrian Recipient, who shall contract a Czech company (Supplier) to implement the project in Syria.
Implementation will be carried out in close coordination with the Embassy of the Czech Republic in Damascus with a kind supervision of the Ministry of Foreign Affairs and Expatriates of the Syrian Arab Republic.
The Czech supplier shall be selected through a tender process conducted in the Czech Republic.
Responsibilities of the Syrian Recipient:
- Preparation of the project proposal and budget:
Applications must be submitted using the attached Project Identification Form, completed in English, signed and stamped by the recipient only, and delivered in hard copy to the Embassy no later than 23 December 2025, with a PDF scan sent simultaneously to damascus.development@mzv.gov.cz. - Contractual obligations:
The recipient shall sign a contract with the Embassy and subsequently conclude a contract with the selected Czech supplier. - Project implementation:
The recipient shall ensure that the project is implemented in full compliance with the approved plan and in coordination with both Syrian and Czech counterparts. - Reporting:
Upon completion, the recipient must submit final financial and narrative reports to the Embassy.
All projects must be fully implemented and financially settled by 31 October 2026.
