Ukrainian Refugees in the Czech Republic Can Now Apply for Compensation for Involuntary Displacement Outside Ukraine

The Register of Damage for Ukraine, of which the Czech Republic is a member, has opened a new claims category for people that were displaced outside of Ukraine because of the full-scale invasion of the Russian Federation starting four years ago on 24 February 2022.
New Category A1.2 (Involuntary Displacement Outside of Ukraine) enables people who were forced to leave their home and move abroad, or who were unable to return to Ukraine, as a result of the Russian Federation’s aggression to submit their claims for compensation. Persons granted temporary protection, refugee status or asylum in the Czech Republic or another state as a result of the full-scale invasion will be automatically considered to be involuntarily displaced outside Ukraine for the purposes of this category.
For millions of people the war has meant long-term separation from home, disruption of family life, and significant psychological hardship. The opening of Category A1.2 allows those affected to submit claims for the non-material harm suffered due to their involuntary displacement outside Ukraine.
Category A1.2 is the fifteenth category opened by the Register. Those affected by the full-scale invasion may also submit claims under other categories currently open, covering a wide range of damage, including destruction of housing, personal injury, loss of life, missing family members, conflict-related sexual violence, and other serious violations. These categories are now open to Ukrainian nationals and will be extended to persons of other nationalities in the near future.
The Czech Republic has been an active participant in the Register of Damage for Ukraine, where it joins 43 other States and the European Union in the Register’s Conference of Participants. This is part of the coordinated international effort, led by the Council of Europe, to ensure accountability for aggression against Ukraine.
