World Telecommunication Development Conference WTDC 25 kicks off in Baku

On Monday, November 17, the World Telecommunication Development Conference 2025 (WTDC‑25) was officially opened at the Baku Convention Centre. The conference, which runs until November 28 under the motto “Universal, meaningful, and affordable connectivity for an inclusive and sustainable digital future”, is held under the auspices of the International Telecommunication Union (ITU) and the host government of Azerbaijan.

The main objective of the ITU’s development sector (ITU‑D) at this conference is to define priorities and an Action Plan for the 2026–2029 period, building on the Kigali Action Plan adopted at WTDC in Rwanda in 2022, with a focus on bridging the digital divide and supporting the most vulnerable groups: least developed countries, landlocked nations, and small island states.

Throughout the event, more than 2,500 participants from around 150 countries are expected, including over 65 ministers and deputy ministers, regulators, industry representatives, academia, and civil society.
The Czech Republic is represented by officials from the Ministry of Industry and Trade, which is the main ITU coordinator for the country, and by the Czech Telecommunication Office. The Czech Embassy in Baku is represented by Ambassador M. Sedláček.

Azerbaijan has made significant progress in deploying modern, advanced technologies, and this marks the first time in 160 years that the CIS region hosts an ITU statutory conference. As the host country, Azerbaijan has demonstrated strong achievements in implementing advanced technologies, including 5G, artificial intelligence, and other innovations.

Over the next fourteen days, the conference will review a total of 184 initiatives submitted by ITU member states. These initiatives will be discussed in plenary sessions and committees, and will be adopted at the conclusion of the event.
