
Fourth Committee (Special Political and Decolonization Committee)

The Fourth Committee met from 29 September to 11 November 2022 and was chaired by the Permanent Representative of Oman to the United Nations. During its session, the Fourth Committee considered items 44-55 of the agenda of the 77th session of the UN General Assembly. The Committee adopted 33 resolutions, including 22 resolutions by consensus and 11 resolutions by vote, and 3 decisions. 10 resolutions were opened for cosponsorship, and 4 of them were cosponsored by Czechia. All resolutions and decisions were adopted in the Fourth Committee during October and November 2022 and in the UNGA plenary on 12 December 2022.
The Committee discussed decolonization issues, both concerning general questions, e.g., the economic development of Non-Self-Governing Territories and the educational opportunities for their inhabitants, and concerning specific territories - Western Sahara, American Samoa, Anguilla, Bermuda, the British Virgin Islands, the Cayman Islands, French Polynesia, Guam, Montserrat, New Caledonia, the Pitcairn Islands, Saint Helena, Tokelau, Turks and Caicos, the US Virgin Islands and Gibraltar. As for other agenda items, the Committee discussed items related to the effects of atomic radiation, including the work of UNSCEAR, international cooperation in the peaceful uses of outer space, including issues related to the work of COPUOS, the comprehensive review of the UN peacekeeping operations and special political missions, as well as issues related to UN communications policy.
Once again, the Palestinian issue was one of the most followed items on the agenda of the Fourth Committee, where, as in every year, the EU negotiated with Palestine the texts of the Committee and plenary Palestinian resolutions. Among the main issues discussed were the possibility of funding UNRWA operations from the UN general budget, the possibility for Palestine to request advisory opinions from the International Court of Justice, commemorating the Nakba anniversary, the introduction of an open mandate for certain Palestinian bodies, and programs in UN structures, and reflection on the impact of terrorist acts on the peace process.
The Fourth Committee's meetings were again accompanied by discussions aiming to reach common positions on the resolutions adopted, which has been successful for most agendas. Czechia, due to its EU presidency, made two joint explanations of voting positions on behalf of the 27 MS.
