Czech Support for Libya’s Border Management

On 1–2 April 2026, a consultation on Advancing Libya’s Border Security and Management (ALBSaM) was held in Tunis as part of the second phase of a Czech‑funded project implemented by ICMPD. The event brought together representatives and experts from Libya and UNSMIL. Czech expertise was presented by Colonel Petr Malovec from the Czech Foreign Police Service Directorate.

The ALBSaM project builds on its first phase, which resulted in a draft National Integrated Border Management (IBM) Strategy for Libya. The strategy provides a comprehensive framework to address border security and migration challenges in a context of institutional fragmentation, long borders, irregular migration, smuggling and terrorism. It focuses on strengthening security and the rule of law, improving national and international cooperation, building capacities, and enhancing crisis response.

Phase 2 (ALBSaM 2) focuses on turning strategy into practice, with priority given to the development of the Joint Communication and Information Exchange Centre (JCIEC) as a platform for real‑time inter‑agency coordination. The Tunis meeting marked the first practical step towards its operationalisation, including a presentation of the Czech National Border Protection Situation Centre as an example of best practices and starting point for exchange of experiences.
