Presentation of the Accessibility and Transparency Index of Public Institutions as outcome of the Czech Embassy in Tirana local transformation project

On 21 October 2025, the Albanian Media Institute (AMI) presented the outcome of its project on public access to information which it conducted with the funding support of the Czech Embassy in Tirana. The project, organized in the framework of systemic support of Czechia to local transformation, has aimed to map the real-world implementation of the Albanian law on the right to information
The presentation of the project‘s results, introduced by AMI Director Dr. Remzi Lani and Czech Ambassador Pavel Vacek, yielded an amount of information that can be of further use in the work of state or non-government entities. The important feature of the project is its dual, comparative concept whereby test information requests were filed to various central government institutions by two equally large test groups of project collaborators: journalists and citizens. Of the total of 145 requests filed 90 were answered; the rest (38%) were left unanswered or rejected. As to the response rate of state institutions to the two test groups, they scored better with journalists (71%) than with common citizens (51%) – which means that only approximately half of requests for information filed by citizens were answered by state institutions (in the sample of this survey). Among the positive findings of the survey is the speed at which institutions responded - 73% of all requests were answered within 10 days, with the state answering faster to journalists than to other citizens. Also, one of the purposes has been to compare the results of 2025 with similar past surveys done by AMI in order to see the trends in transparency of state institutions. While the Albanian legal framework for the right to information aligns with European standards the project has shown the implementation remains uneven. Issues persist like partial compliance, relatively high rate of unanswered requests, delays or unequal treatment of the enquirers. The project has i.a. shown that independent and justice institutions score better on substance and timeliness of their response than others. A fuller implementation of the existing legislation and more generally, the culture of transparency of public institutions, have to be further promoted and consolidated, also thanks to the efforts by Albanian non-governmental actors like AMI. The Czech Embassy is happy to have been able to modestly contribute to the Albanian initiatives on the public access to information which remains a common purpose and challenge for all democratic countries.
