Statement of the Embassy of the Czech Republic in the Republic of Korea on the Situation Regarding the Completion of the Dukovany Nuclear Power Plant

The Czech government takes note of the court's decision regarding the preliminary injunction that currently prevents the signing of the EPC contract with KHNP for the completion of the Dukovany nuclear power plant. The Czech Republic respects this development, and at the same time, it is our priority to ensure that the contracts can be signed at the time of the court's decision, which is why the Czech government agreed at its meeting on 7 May, 2025 to sign the contracts as soon as possible. We are continuing with the project preparations and related activities. KHNP's offer was the best both in terms of price and in terms of guarantees of the construction date and its final price. None of the other bidders offered better conditions, and if company EDF is convinced of the opposite, it should publish its offer without delay.

Every single step in the entire process was thoroughly vetted in advance by an international expert team and the forensic team of the consulting company KPMG. The correctness of the investor's procedure during the selection process was also confirmed twice by the Office for the Protection of Competition.

The contracting authority, company EDU II, is currently analyzing the court's decision and will file a cassation complaint against the measure. It is not yet possible to predict how long the court proceedings will last. However, we trust that the court is fully aware of the importance of this project for Czech energy security and will reach a swift decision.

The Czech Republic is doing everything it can to immediately resume project preparations after the court's decision, which the government also agreed to at its meeting on May 7, 2025. Further evidence is the signing of nine contracts and one memorandum, which advance the implementation of the project and deepen cooperation between KHNP and other members of the Korean team. These documents include not only agreements related to nuclear energy, but also broader cooperation in the areas of batteries, the automotive industry and robotics.
