Transparency International Czech Republic and KDI/TI Kosovo report on financing of the pre-election campaign for local elections in Kosovo

On October 10, 2017 an expert group composed of representatives of both organizations evaluated a second round of the monitoring procedures aimed at making the political campaigns in Kosovo more transparent. Thanks to this co-operation, voters in Kosovo are getting - for the first time ever - the exact  information about the structure of political parties' expenditures from the parties themselves.

This is the second joint monitoring exercise in 2017. The International Team first set out a process and set of requirements for the openness of pre-election campaign financing and sent a request to 20 relevant political parties and movements in Kosovo for publishing of its resources, budgets and spending for the campaign before elections to local councils, following a similar probe in the early parliamentary elections.

The team also participated in its own election meetings, in an observer role, and also assisted with the preparation on the observance of the election law at the elections that will take place on October 22, 2017.

The activities have proven to be effective again: From the reactions of large political parties, it is clear that the interest in opening up their funding is increasing and that the monitoring team's progress has a positive impact on the political scene. One of the reasons is the non-invasiveness and impartiality of all steps and outputs of the surveillance process.

The results were presented by the team leader Florent Spahija (KDI) and Ondřej Cakl (TI-CZ) at a joint press conference at the headquarters of TI Kosovo in Pristina on October 10, 2017. The KDI and TI-CZ cooperation is productive, inspiring and beneficial on both sides. Thanks to the support of the MFA, TI-CZ and KDI can also launch other joint activities that are highly appreciated by both partners in supporting the democratization process in the Republic of Kosovo.

The cooperation was supported by the Ministry of Foreign Affairs of the Czech Republic within the framework of the Transition Promotion Program through the MElKO project.
