
Team Europe's Initiatives for Green Agriculture and Industry in Cambodia

Team Europe engaged with the Cambodian government to present two significant initiatives: TEI1 on "Green Agriculture and Decent Jobs" and TEI2 focusing on "Green Industry and Decent Jobs."
In the TEI1 meeting with the Minister of Agriculture, Fisheries and Forestry (MAFF) on November 22, Team Europe emphasized the need for alignment with national policies. The Minister, in turn, highlighted the crucial role of capital investment for the modernization of Agricultural Cooperatives (ACs). There was a specific call for increased support for aquaculture, accompanied by plans for a new laboratory in Satabo district. AFD presented CAPFISH and ACSEP programs, seeking alignment with government priorities, while GIZ shared best practices in modern agriculture and ongoing projects. Czech Republic presented the outcomes of the iAGRO and Pepper Field projects that have been supporting a food processing centre in Kampong Speu, linkages with TVET institutions and capacity building of pepper farmers leading to higher sales at Fairtrade prices. Sweden shared best practices of policy dialogues that have enabled the community to develop local natural resource management plans, achieve better livelihoods for smallholder farmers and more conducive environments for their engagement with private sector and local authorities, including on land issues. The Minister referred to the role of both MAFF and MOE on land and forestry management and he expressed interest to discuss this topic with Team Europe. Ireland announced its new 5 years strategy and interest to cooperate closely with MAFF on the modernisation of ACs. IE has a successful model of AC development with many cases of Irish ACs transforming into the biggest export companies in Europe.
During the discussions, the Minister stressed the importance of English courses for agricultural students and collaboration with European research institutions. These initiatives aim to equip students with knowledge about green technologies and facilitate access to decent employment opportunities. The next step for TEI1 involves the submission of the initiative to the Cambodia Development Council in the first quarter of 2024.
Regarding TEI2, the meeting with the Ministry of Industry, Science, Technology, and Innovation (MISTI) on December 6 revealed a focus on promoting government accountability and collaborative partnerships in the industrial sector. TEI2 comprises four pillars addressing key aspects of green industry development. MISTI expressed interest in supporting TEI2 for SME policy and relevant legislation. Updates from the Ministry of Mines and Energy highlighted the national energy efficiency policy, with proposed cooperation with TEI2. The Ministry of Education and Science underscored collaborations with the Czech Republic in technical education, emphasizing positive engagements such as EU twinning and praising the EU budget support programme. MISTI was designated as the main partner for TEI2, with plans to present the initiative to the Cambodian Development Council for an official launch next year. The meeting concluded with proposals for further similar consultation meetings in the future, showcasing a commitment to ongoing dialogue and collaboration between Team Europe and Cambodian ministries.
