From May 15 to 17, 2024, the Czech Ministry of Finance (Ministerstvo financí České republiky) and the Czech Embassy in Phnom Penh organized a comprehensive study visit for a delegation from the Cambodian Ministry of Economy and Finance (ក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ). The delegation, consisting of eight experts, engaged in a series of presentations and discussions with six experts from the Czech Ministry of Finance and one expert from the Ministry of Environment of the Czech Republic.

During the three-day program, participants delved into crucial topics related to financial management and sustainability. The presentations covered a wide range of subjects, including:

• The legal framework of the budget system
• National budget and sovereign guarantees
• Debt management, focusing on primary and secondary markets, liquidity management, market development, and debt expenditure
• Laws, rules, and regulations for subnational borrowing
• Green finance and the EU framework for sustainability financing

This study visit was part of a Technical Assistance project that the Czech Ministry of Finance has been offering to partner ministries in developing, transition, and associated countries since 2007. The initiative aligns with the Development Cooperation Strategy of the Czech Republic, which prioritizes Cambodia among its six key partner countries.

The event provided an invaluable platform for sharing best practices and enhancing the capabilities of the Cambodian Ministry of Economy and Finance, fostering stronger bilateral ties and promoting sustainable financial practices.
