Registration of EU Residents in Cyprus

1.         Identity Card (ID) and Aliens Registration Certificate (ARC) - Brown Booklet

Aliens Registration Certificates - ARC and IDs are not any longer issued to EU citizens legally residing in the Republic of Cyprus.

Existing IDs or Alien Registration Certificates (ARC) are not a proof of legal stay in the Republic of Cyprus. Their only use was to prove the identity of his/her holder. Everyone who is not Cypriot, including EU Citizens, must apply according to the L.7(I)/2007 as amended until 2011 or the Aliens and Immigration  Law Cap.105, as amended until 2012,  depending on the case, in order to obtain the relevant documents proving his/her legal residency in Cyprus.

For European citizens, the legality of residence in the Republic is ensured by having (a) a Certificate of Registration or (b) a Certificate of Permanent Residence or (c) an Immigration Permit. For non EU members of their families, by holding (a) Residence Card or (b) a Card of Permanent Residence or (c) an Immigration Permit.

 

2.         Certificate of Registration (Yellow Slip) - Form MEU1A

Since 2007 European citizens are obliged, within 4-months from their entry into Cyprus,to obtain a Certificate of Registration instead of the Aliens Registration Certificate (ARC).

3.         Residence Card - Registration of family members who are not EU citizens (Form MEU2A)

Family members who are not EU citizens need to apply for a residence card. The requirements and form (MEU2) are listed on the website of the Civil Registry and Migration Department of the Ministry of Interior under the heading "EUROPEAN UNION CITIZEN AND FAMILY MEMBER - APPLICATION FOR ISSUE OF RESIDENCE CARD FOR NON-EU CITIZENS FAMILY MEMBERS OF UNION CITIZEN MEU2"

4.         Certificate of Permanent Residence - Permanent Registration Certificate (Form MEU3A)

EU citizens who reside in the Republic of Cyprus for more than 5 years may obtain a Permanent Registration Certificate (Form MEU3).
