Call for Proposal - Local Transition and Media Projects for 2026

The Embassy of the Czech Republic in New Delhi announces a call for proposals for the Local Transition and Media Projects 2026 (LTP2026). The LTPs fall under the Transition Promotion Program, which is the framework for the support of human rights and democracy of the Ministry of Foreign Affairs of the Czech Republic (MFA CZ). The program aims to support non-governmental organizations that promote human rights, democracy and free media in their countries.

ABOUT LOCAL TRANSITION AND MEDIA PROGRAM

The Local Transition and Media Projects Program is a financial instrument of the Ministry of Foreign Affairs of the Czech Republic established in 2005. This program is aimed at supporting democracy and human rights by using the Czech Republic’s experience with the societal transition and democratization of the country. Projects within this program are implemented by local non-governmental organizations that is to underline the importance of civil society in democratization processes. This program does not cover projects in development cooperation.

MFA CZ aims to support civic society organizations in following priority areas:

- support for human rights defenders and civil society 

- support for freedom of expression and access to information, incl. freedom of media

- support for electoral rights and political and public participation

- support for equal and widest possible political and public participation

- support for building institutions of the rule of law

- support for equality and non-discrimination

- support for human rights related to the environment

The project proposal must align with at least one of above mentioned areas of support. 

WHO CAN APPLY

1. The financial contribution is intended for projects implemented in India, Bhutan, Nepal, Maldives and Sri Lanka. 

2. Implementer of the LTP is a local subject with legal subjectivity in the country of the project implementation. 

3. Implementer must be eligible to sign contract with the Ministry of Foreign Affairs of the Czech Republic that establishes jurisdiction of Czech laws and Czech jurisdiction over the contract. 

4. An LTP must be implemented by a non-governmental subject. A contribution cannot be claimed by a political party or state institution.

5. The subject must be eligible to receive foreign funding, i.e. in case of India to have a valid FCRA licence.

 

IMPLEMENTATION, BUDGET AND POSSIBLE CONTRIBUTION

• The project must be implemented from the date of the signing of the contract (about March 2026) to end of September 2026, the maximum duration of the project is 8 months.

• Tangible assets of the project should be marked with a logo “TRANSITION” (to be downloaded below). In case of project´s intangible assets, such as organization of trainings etc., it is always mandatory to mention the financial support of the Transition Promotion Program.

• The financial contribution for an LTP ranges from 100,000 CZK to 500,000 CZK. Co-financing from other sources is arbitrary and desirable. The budget must not exceed CZK 500,000.

• The project has to be effective and economical, for which reason all bills/accounts must be documented. 

• The current exchange rate used by the Embassy that must be used in the application will be provided by the Embassy upon request.

• Each organization has to submit a duly completed and timely submitted identification form.

• Sustainability of project outputs and objectives

HOW TO APPLY

The application for an LTP grant must include:

• The filled identification form in the English language, signed and stamped by the subject;

• "Local currency" row shall contain the amount in INR (for project applications from India) and USD (for projects from Sri Lanka, Nepal, Bhutan and Maldives). All the Czech crowns sections must be left blank as they will be completed by the Czech Embassy in New Delhi according to the valid exchange rate;

• A verified copy of the document (in English or translated into English) certifying that the applicant has legal subjectivity (it is officially registered) in the country of residence;

• A power of attorney in English that the person signed on the identification form is authorized to sign the application (i.e. a letter from a board of organization stating that he/she is the director of organization and eligible to sign contracts);

• A copy of a valid FCRA license, if applicable.

The excel file of the identification form must be delivered by November 30, 2025 at the latest to the Embassy of the Czech Republic in New Delhi to the email address newdelhi@mzv.gov.cz and by post to the address Embassy of the Czech Republic in New Delhi, 50 M Niti Marg, Chanakyapuri, 110 021 Delhi, India.

Subject of the email/post consignment should be "LTP 2026".

In the email, include a short description (annotation max. 80 words) of the project proposal. All communications must be done in electronic form via e-mail.

Do not include any other documents such as annual reports, letters of intent or information about previous projects. Try to compress the files before sending.

 

IMPORTANT DEADLINES

November 30, 2025 Delivery of the soft and hard copies of application to the email/postal address of the Embassy of the Czech Republic in New Delhi
November to December 2025 Assessment and evaluation of submitted applications by the Embassy of the Czech Republic in New Delhi and the Ministry of Foreign Affairs of the Czech Republic 
January to February 2026 Publication of successful project proposals on the website of the Embassy of the Czech Republic in New Delhi
January to February 2026 Embassy of the Czech Republic will contact and sign contract with the successful applicant  
March to September 2026 Implementing period of the project
September 30, 2026 Project must be implemented by the end of September 2026
October 5, 2026 All financial documents and receipts must be delivered to the Embassy of the Czech Republic in New Delhi no later than October 5, 2026
November 15, 2026 The final report with photographic documentation must be submitted to the Embassy of the Czech Republic in New Delhi no later than one month after completing the project, but before November 15, 2026
