Job Offer: Procurement, Finance and Logistics officer (National)

Czech Embassy in Lusaka is a diplomatic mission of the Czech Republic to Zambia overseeing the Czech Development Agency (CzDA) as an implementing body of the development cooperation of the Czech Republic. Main aims of CzDA are reducing poverty, improving quality of life and supporting sustainable development in Zambia as one of the main priority countries for economic, political, research and development cooperation.

The position will support the implementation of CzDA’s components under the EU-funded project Improved Livelihoods through Enhanced Access to Forest Products, Services, Finances and Value Chains (LEAF), jointly implemented by CzDA and Italian Agency for Development Cooperation. The project aims to increase income opportunities and promote sustainable resource management practices for local communities and forest-based enterprises in Zambia, while supporting integrated landscape management through forest governance and climate-resilient enterprise development.

Basic Information

Position title: Procurement, Finance and Logistics officer (National)

Location: Lusaka, Zambia

Key relationships: Project Manager, Project Officer, Technical Experts, CzDA headquarters staff, suppliers, service providers, auditors, and relevant stakeholders.

Starting date: August 2026

Length of contract: 1 year, with the option to extend up to the end of the project (July 2029)

Role Purpose: The Procurement, Finance and Logistics Officer ensures sound financial management, transparent procurement processes, and efficient logistical support for CzDA’s components under the Action. The role safeguards compliance with donor, organisational, and national regulations, while ensuring cost-efficiency, accountability, and operational continuity. The Officer acts as a key focal point for financial administration, procurement procedures, and logistical coordination, contributing to effective project implementation, audit readiness, and risk mitigation.

Tasks and Responsibilities

Budget Management and Financial Operations

  • Monitor expenditures against approved budgets and track financial performance of project activities.
  • Maintain accurate financial records, accounting documentation, and financial filing systems.
  • Process invoices, payments, petty cash, advances, and other financial transactions in line with internal procedures.
  • Reconcile expenditures, balances, bank statements, and financial records on a regular basis.
  • Maintain up-to-date financial and regulatory information in line with applicable procedures and requirements.
  • Assist in preparation of financial documentation required for audits, donor and internal reporting.

Procurement and Contract Management

  • Implement procurement processes in line with EU rules, CzDA procedures, and national legislation.
  • Prepare procurement documentation, requests for quotations, tender dossiers, and contract files.
  • Support procurement evaluation and ensure proper documentation of procurement decisions.
  • Maintain complete procurement and contractual records in line with audit requirements.
  • Monitor implementation of contracts and supplier performance where required.

Logistics and Administrative Support

  • Coordinate logistical arrangements for project activities, including transport, travel, workshops, meetings, and field missions.
  • Manage office supplies, inventory, and project asset documentation.
  • Support fleet management, including vehicle maintenance coordination, fuel tracking, and usage monitoring.
  • Ensure proper documentation and tracking of project assets and administrative records.

Compliance, Coordination and Reporting

  • Verify compliance, completeness and accuracy of financial and procurement supporting documentation.
  • Coordinate closely with the Project Manager, project team and HQ office on financial planning and operational matters.
  • Support internal controls, audit processes, and timely resolution of identified issues.
  • Contribute to financial, operational, and administrative reporting processes.
  • Perform other duties as required to support smooth project operations.

Requirements

  • Bachelor’s degree required in finance, accounting, business administration, procurement, logistics, or a related field; a postgraduate qualification is an advantage.
  • At least 3-5 years of relevant professional experience in finance, procurement, logistics, or administration within donor-funded or international projects.
  • Experience with EU-funded projects, procurement procedures, or donor compliance frameworks is an advantage.
  • Strong understanding of financial management, procurement procedures, and administrative processes.
  • Experience in budget monitoring, financial reporting, and documentation management.
  • Excellent computer skills, including proficiency in MS Office applications, particularly Excel.
  • Ability to manage multiple tasks, deadlines, and administrative processes effectively.
  • Fluency in English (written and spoken).
