
Second Annual International Conference on Foreign Influence Hosted by the Czech Ministry of Foreign Affairs

On Thursday, 29 May 2025, the Czernin Palace hosted the second annual international conference Resilient Europe, organized by the Czech Ministry of Foreign Affairs in partnership with the Centre for an Informed Society. The event welcomed almost 200 experts from approximately 26 countries to Prague.
he event once again addressed key security challenges currently facing democratic nations. Core topics included countering foreign influence operations, particularly those originating from the Russian Federation, enhancing strategic communication, and sharing best practices to strengthen national and international security.
Minister of Foreign Affairs Jan Lipavský opened the conference with a warning about intensifying security threats and a call for coordinated international responses.
“Russian imperialism remains a persistent threat—not only to Ukraine, but to Europe and the entire democratic world. Recent acts of sabotage across Europe clearly show that Russia’s tactics are escalating, both in the physical and digital realms. The best defense lies in a united stance and strong cooperation in building a safer and more informed Europe,” said Minister Lipavský.
The program featured six thematic panels with participation from Czech and international representatives of public administration, security institutions, academia, and civil society. In addition to experts from across Europe, speakers also joined from the United States, Canada and South Korea.
“Foreign influence operations take many forms and must be addressed on multiple fronts. This includes both the specific areas where influence is exerted and the variety of strategies required to counter such a complex and serious threat,” noted Karel Smékal, Director of the Communications Department at the Czech Ministry of Foreign Affairs.
Building on the success of the previous year’s inaugural edition, this year’s conference reaffirmed the critical importance of international cooperation in countering foreign interference. Participants expressed strong interest in continuing joint efforts in the years ahead.
