On Monday, 14 October 2024, the EU Foreign Affairs Council (FAC) held its regular meeting in Luxembourg. Foreign Minister Jan Lipavský and his EU counterparts discussed the Russian war against Ukraine, the situation in the Middle East, Georgia and Moldova, the Horn of Africa and Venezuela. They also had a working lunch with the UK Foreign Secretary.
On the point of Russian war against Ukraine, Ukrainian Foreign Minister Andriy Sybiha spoke via videoconference and briefed the participants on the current situation. In the ensuing discussion, Minister Jan Lipavský stressed the acute need to support Ukraine in the military sphere. "As winter approaches, we must also maximize our efforts to protect critical infrastructure and provide for the basic needs of the Ukrainian people. Otherwise, a humanitarian crisis is imminent," Minister Lipavský said in reference to Russian attacks on Ukrainian infrastructure.
On topical issues, politicians discussed the pre-election situation in Moldova and Georgia and their future European perspective. They also focused on relations between Armenia and Azerbaijan and the security situation in the Horn of Africa. During the discussion on the situation in Venezuela, Minister Lipavský objected to the actions of the Venezuelan regime against some EU citizens, including a detained Czech citizen.
The next item on the agenda was the situation in the Middle East. Minister Lipavský identified Hamas, Hezbollah, Iran and groups supported by it as the culprits of regional instability and stressed the need to stand up for Israel's right to self-defence. On the situation in Lebanon, he said that there was a need to ensure a ceasefire. However, this must be preceded by the withdrawal of Hezbollah from the border area in the south of the country. Czechia condemns Iran's attacks against Israel and calls for a response to its growing military cooperation with Russia.
EU ministers subsequently approved a package of sanctions against 14 Iranian individuals and companies involved in importing ballistic missiles and drones into Russia. "Look at the way the Iranian drones and missiles are used. Once in Ukraine, once against Israel, and once by the Houthis who are threatening international trade," Minister Lipavský said of the sanctions.
British Foreign Secretary David Lammy joined the working lunch of EU diplomatic chiefs. Participants praised London's cooperation with the Union in supporting Ukraine. They expressed their support for further strengthening cooperation in the security area.
On the sidelines of the FAC meeting, Minister Lipavský attended the EU-Kazakhstan Cooperation Council.
