Minister Lipavský at the informal meeting of Foreign Affairs Ministers in Toledo

Building up support for the Ukrainian peace plan, the situation in Niger and the wider Sahel region were the main topics of the informal meeting of EU diplomatic chiefs held in Toledo on 30 and 31 August 2023. The heads of diplomacy of Ukraine and Niger, as well as the ECOWAS President Omar Touray also joined parts of the discussions.
"We discussed the Ukrainian peace formula and the fact that it is the only way out this Russian aggression. We also spoke about outreach and bolstering the support for Ukraine among the countries that are on the edge," Lipavsky said after the meeting, the start of which was also attended by Ukrainian diplomatic chief Dmytro Kuleba. Minister Lipavsky stressed that in addition to direct assistance to Ukraine, Europe must focus on seeking broader support from other partners and think about the country's post-war reconstruction.
Discussions on the current situation in Niger and the wider Sahel region were also crucial. The EU-27 ministers were joined at the meeting by Niger's diplomatic chief, Hassoumi Massaoudou, and the President of the Economic Community of West African States, ECOWAS, Omar Touray. Minister Lipavsky resolutely condemned the military coup in Niger and warned against the possible exploitation of the situation. "I think we lack understanding of the region as a whole. We have let Russia and the Wagner Group operate freely there, which I consider a huge mistake on Europe's part. We have to represent the Western world and present Czechia as its part. We have to show that we have interesting offers for our partners," the Czech diplomatic chief added. On the sidelines of the meeting, Jan Lipavský also met with Bulgarian Minister of Foreign Affairs Mariya Gabriel.
