Minister Lipavský at the EU Foreign Affairs Council in Brussels and at the Ministerial Meeting with the African Union

 

On 20 May 2025, Czech Diplomacy Chief Jan Lipavský attended the EU Foreign Affairs Council meeting, where he discussed Russian aggression against Ukraine, the situation in the Middle East and the future of Radio Free Europe. The meeting was followed by the EU-African Union Ministerial Meeting on 21 May.

At the start of the meeting, ministers approved the 17th sanctions package against Russia. This targets oil revenues, respectively the 189 ships of the shadow fleet, its operators and mining companies. It also targets the military-industrial complex and sanctions evasion, actors in hybrid attacks, human rights violations and the plundering of Ukraine's cultural heritage and agriculture.  

In the Middle East bloc, ministers agreed on the need to restart the flow of humanitarian aid to Gaza. Sanctions against Syria and their further weakening were also discussed. 

The meeting concluded with an item on the RFE/RL situation, which was initiated by Czech diplomacy, which has long sought broad support from European states for the continued functioning of the institution. As a result of the negotiations, the EU will provide some 137 million crowns (5.5 million euros) to the NGO The European Endowment for Democracy, which will support RFE/RL with the funds. “I am glad that we have managed to find support in the EU for the continued operation of Radio Free Europe. In my speech I stressed that the preservation of RFE/RL's mission is what we Europeans need to preserve our democratic values,” said Jan Lipavský. 

On Wednesday, 21 May, the meeting continued in Brussels with the EU-African Union Ministerial, which brought together more than three dozen ministers from African countries. "The EU and the African Union are celebrating 25 years of partnership this year.  Let us continue it, because if Europe is not active, it will lose contacts in Africa to Russia and China. Czechia is doing well, with Czech companies offering African partners solutions for healthcare, hi-tech investments and development projects," the Czech diplomatic chief said. He held talks with his counterpart from the Republic of Rwanda on the sidelines of the ministry. The talk was not only about the application of Czech companies in Rwanda, but also about cooperation in cybersecurity.
