Eduard Hulicius served for the last nine years as a member of the cabinet of the European Commissioner Věra Jourová in Brussels. In this position, he dealt mainly with inter-institutional coordination, Treaty matters, and consumer protection law. From 2011 to 2014, he worked as an accredited assistant to Members of the European Parliament on internal market issues and visa and asylum policy. From 2003-2009, he worked for the European People's Party Group in the European Parliament.

"With Eduard Hulicius you get a politician with a deep knowledge of the structures of the European Union and with many years of experience in formulating EU policies. I look forward to our cooperation," said Foreign Minister Jan Lipavský on the appointment. 

"I accept with deep humility the challenge to support and strengthen the Czechia's foreign policy. I want to contribute to the effective promotion of the interests of the Republic, especially in international organizations—I would like to help increase the representation of our citizens in European and other institutions. I look forward to working with my new colleagues in the Czernin Palace," said the new Deputy Minister Eduard Hulicius. 

Eduard Hulicius studied European Studies at the Faculty of Social Sciences of Charles University and International Politics at the Centre Européen de Recherches Internationales et Stratégiques (CERIS) in Brussels. 

He is the author of The History of Belgium and The History of Luxembourg (Libri Publishing House). He speaks English, French, German, and has some knowledge of Dutch.
