Women, Peace and Security

In 2000, the UN Security Council adopted the landmark Resolution 1325 on Women, Peace and Security which became the cornerstone of the Women Peace and Security (WPS) Agenda. It calls on all States to secure the participation and involvement of women in peace and security processes, and to incorporate the gender perspective into all post-conflict reconstruction and international development efforts. The resolution further calls on all security actors to protect women and girls from violations of human rights and work actively to eliminate all forms of gender discrimination. During the twenty years of its existence, the WPS Agenda has become a universal agenda which is further elaborated in a number of subsequent resolutions.
WPS Agenda is built on four pillars:
- Participation – Equal involvement of women at all levels of decision-making and all phases of peace processes.
- Protection – Safeguarding women’s rights in conflict and post-conflict situations, including from gender-based violence.
- Prevention – Integration of a gender perspective across policies and promotion of gender equality to help prevent conflict.
- Relief and Recovery – Supporting women’s roles in post-conflict rebuilding.
The WPS Agenda is implemented through National Action Plans, which states are encouraged to adopt.
Women, Peace and Security in Czech Foreign Policy
Czech foreign policy is built on the principles of security, prosperity, sustainable development, and the protection of human rights. Promoting gender equality and implementing the WPS agenda are essential tools for achieving these goals - both at home and abroad.
In late 2016, the Czech Republic adopted its first National Action Plan for the implementation of UN Security Council Resolution 1325 (2000) and related resolutions, covering the period 2017–2020. This marked the beginning of a structured national approach to integrating gender into peace and security efforts.
In November 2020, the Czech Government approved the second National Action Plan (2021–2025), building on the foundations of the first. The updated plan reflects the evolving global and domestic context and aims to ensure that Czechia’s policies related to peace and security adequately respond to the needs, priorities, and rights of women and girls.
To support coordination and transparency, an inter-ministerial working group was established in 2021 as a platform for monitoring, consultation, and information exchange on the WPS agenda. This group brings together representatives from key ministries, civil society, and experts, ensuring that the Czech approach remains inclusive, evidence-based, and aligned with international best practices.
