A) The total number of Russian diplomats declared persona non grata;
B) The grounds on which these diplomats were declared persona non grata from 2022;
C) The number of Russian diplomats in respect of whom suspicions existed of working for Russian intelligence services;
D) Whether the level of diplomatic relations with the Russian Federation has been downgraded from Ambassador to Chargé d’Affaires ad interim.
Answer to questions A - C: Expulsions and Staff Reduction:
In the Czech Republic, 18 individuals were expelled in 2021 following the investigation into the explosions at the ammunition depots in Vrbětice. Subsequently, in accordance with Article 11 of the Vienna Convention on Diplomatic Relations, the staff of the Embassy of the Russian Federation was reduced—this was not an expulsion.
The final number of personnel allowed to be posted at the Embassy of the Russian Federation to the Czech Republic at any given time was set at 7 diplomats and 25 members of the administrative and technical staff and this number has been maintained to this day.
With the exception of 2021, the number of expulsions has been in the range of single digits. Details of individual cases (reasons, numbers) are not made public.
Answer to question D: The level of diplomatic representation has not been lowered.
