Call for Proposals: Local Transformation Projects (LTPs) 2023 in Thailand and Laos

We are pleased to launch a call for proposals for the Local Transformation Projects (LTPs) for the year 2023 managed by the Embassy of the Czech Republic in Bangkok. The deadline for proposals is November 1, 2022.
QUALIFYING PROJECTS:
In accordance with the Concept of the Czech Republic’s Human Rights and Transition Promotion Policy, the projects should focus on following areas:
- supporting civil society, including human rights defenders;
- promoting the freedom of expression and information, including the freedom of media;
- promoting an equal and full political and public participation;
- supporting institution-building in the area of rule of law;
- promoting equality and non-discrimination;
- promoting human rights in the areas of employment and environment protection.
AVAILABLE FUNDING:
A project can be funded with a budget up to 500,000 CZK (approx. 19,500 USD) maximum. The usual funding is around 300,000 CZK (approx. 11,700 USD). Co-funding from the applicant or other sources is welcome.
Maximum LTP duration is from signing of the Contract (approx. beginning of March 2023) to end of October 2023, i.e. 8 months in total.
WHO IS ELIGIBLE TO SUBMIT A PROPOSAL:
Only local Thai/Lao non-governmental, community and not-for-profit organizations with legal capacity in their respective countries can submit an LTP proposal.
PROCESS OF SUBMITTING A PROPOSAL:
All proposals should be delivered to the Embassy of the Czech Republic in Bangkok BOTH in electronic form (editable Excel format file AND scanned .pdf or .jpg file with a signature and stamp, to emails: bangkok@embassy.mzv.cz and Michal_Sveda@mzv.cz), AND paper form to the address:

The proposals must contain:
- completed Identification Form with stamp and signature (see attachment),
- copy of the Document proving the Applicant’s legal capacity,
- copy of the Authorization of the signed person to act on the Applicant’s behalf.
All documentation must be either in English or an English translation must be attached.
TIMETABLE OF PROJECTS:
- Interested entities should submit their proposals to the Embassy of the Czech Republic no later than November 1, 2022 for electronic submissions and no later than November 8, 2022 for paper submissions. Please note that both electronic and paper versions of the submission are required. These deadlines are final and cannot be extended due to the necessary following procedural steps!!! So please, plan ahead.
- The assessment of the proposals will take several months and should be completed in January/February 2023.
- Successful applicants should sign a contract for implementation of the project with the Embassy of the Czech Republic no later than March 1, 2023.
- All LTP activities should be finished no later than October 31, 2023. However, due to the fact that it is necessary to finish all the paperwork and inspection/monitoring of project results, it is recommended that all project activities are finished by October 15 at the latest.
- Successful applicants must submit a Final Report and all relevant financial documents to the Embassy of the Czech Republic as soon as possible after the LTP conclusion, not later than November 20, 2023.
OTHER TERMS
Please download and use the below attached Identification Form in order to submit your proposal. Only proposals duly prepared and submitted in this form and in line with these instructions will be admitted for evaluation. Project calculations in terms of financial requirements should be filled in using either USD, EUR, or THB as project currencies in order to facilitate conversion to CZK. Please, do not fill in the financial requirements in CZK, as this will be added later.
Please bear in mind that currency fluctuations need to be taken into account. Contracts for awarded LTPs will be quoted in CZK. The approved CZK amount is final and cannot be changed. It is thus necessary to take this into account during the project and budget preparation and allocation in the Identification Form.
Please make sure all the documents are in English or the translation to English is attached. The final assessment is made in Prague and there is no capacity to work in Thai or Lao languages.
